Item Five challenges for volatile substance misuse policy and intervention in Australia.Maclean S.J.; d'Abbs P.H.NIn the past, Australian governments have appeared unwilling to make sustained and coordinated commitments to preventing or managing volatile substance misuse (VSM). This paper identifies five matters requiring ongoing consideration and development: a need for a systematic examination of treatment options for VSM; more effective integration of policing with welfare responses; developing and securing finding for recreation, training and employment opportunities; finding a place for harm reduction; and finally, extending the success of Opal as a substitute for conventional fuel to explore possibilities for modification of other products subject to VSM. We draw here on an updated version of this document published in 2008 as part of the National Drug Strategy monograph series. The five issues outlined in this article were identified by authors subsequent to completing the review of VSM interventions as areas where we believe there is strong potential for future activity. The study design did not enable causal inferences to be drawn about the contribution of Opal to the reductions in petrol sniffing prevalence; however, many people in the communities believed that it had played a major part.
